 It contains a number of amendments to various Wildlife, Fisheries and other acts but of major interest to inland waterways folk is that it has a big section on amendments to the Canals Act 1986. The main thrust seems to be to provide a framework for introducing new bye-laws on the canals.

 The word I'm hearing is that the plan is to push this bill through before the Dail is dissolved presumably some time in February.
