What is Proposal 06-1? Proposal 06-1 asks voters to provide constitutional protection of recreational user fees along with conservation related user fees. Users of the state's natural resources system pay for their programs through user, license and permits fees. These funds are used to pay for the maintenance and improvement of parks, waterways access, snowmobile and ORV trails. License fees support fisheries and wildlife management and enforcement activities.

Why should I vote for Proposal 06-1?

The conservation and recreation programs of the Department of Natural Resources are funded primarily by users of those programs through user fees, permits, and licenses. These dollars are restricted by law to support only their related programs. However, previous Governors and Legislatures have raided these funds to support other program areas. For example, in fiscal year 2002-2003, $7.8 million was taken from the Waterways Fund and used to support the state's general fund. Conservation and recreation users are happy to pay for their program activities, but are opposed to their license dollars and permit fees being used to resolve the state's budget woes. Proposal 06-1 will ensure outdoor enthusiasts have the services they pay for.
