Environmental news: The Department of Water Resources, U.S. Army Corps of Engineers, Department of Fish and Game, and the California Bay-Delta Authority have posted on the Delta Risk Management Strategy (DRMS) Web site various topical Initial Technical Framework (ITF) papers. These papers provide a preliminary framework for the analysis of specified topics as they relate to assessing risks to Delta levees and assets caused by various impacts such as floods, earthquakes, subsidence, and climate change. Public comment on these papers is being sought to ensure that all key technical issues are addressed and that the methodologies described in the papers reflect state-of-the-art practices. The DRMS effort is required because the Delta and Suisun Marsh levees are old and many need repair. State officials have high interest in maintaining many of the Delta and Suisun Marsh levees, in part because the Delta is a drinking water source for about two out of every three Californians. In addition, there are important environmental, agricultural, and recreational benefits in the region. DRMS plans to assess major risks to the Delta from floods, climate change, subsidence, and earthquakes. DRMS will also evaluate the consequences and develop recommendations to manage the risk. In addition, the DRMS study will be a major technical component of the Delta Vision Process. The Department of Water Resources operates and maintains the State Water Project, provides dam safety and flood control and inspection services, assists local water districts in water management and water conservation planning, and plans for future statewide water needs. |
