State Treasurer Phil Angelides has announced his support for Proposition 84 -- the Clean Water, Parks and Coastal Protection Bond Act of 2006. Proposition 84 was among the first to qualify for the November 7 General Election statewide ballot, with nearly double the signatures required for certification.
The $5.4 billion bond measure would provide critically needed funds to ensure the availability of safe drinking water, improve local water supply reliability, strengthen flood protection, and preserve California's natural landscapes, including parks, lakes, rivers, beaches, bays, ocean and coastline.
"For too long, investments in our environment have been overlooked. That's why we need to enact Proposition 84, a measure that will provide long-overdue funding for clean water and parks, as well as flood control. This funding is crucial to ensuring California remains the best place in the world to live and work, and to keep our economy competitive," said Phil Angelides. "I urge Californians to join me in supporting these critical investments in our natural resources and public works."
"Phil Angelides has long been concerned about the environment and fiscal accountability, and we are thrilled to have his support for Proposition 84," said Michael Mantell, Campaign Chairman for Proposition 84. "Proposition 84 responds to the tremendous need to clean up our waters and oceans, and to protect and improve our rivers, streams, lakes, and parks while including strict fiscal accountability measures such as annual independent audits and a citizen's oversight committee. Voters can be confident that this is a smart and sound bond measure that will make the necessary investments in California's future."
Angelides joins other top statewide elected officials who have come out early in support of Proposition 84, including U.S. Senator Dianne Feinstein, Governor Arnold Schwarzenegger, State Senate pro Tem Don Perata, and Assembly Speaker Fabian Nunez.
The early endorsements and strong support for Proposition 84 are also reflected in the latest Field Poll that shows California voters support Proposition 84 by 18 points (49% voting yes), with favorable approval ratings from democratic and republican voters polled.
California is facing enormous population growth in the coming years, with 25 million new residents expected by 2040. But our state's investment in infrastructure has not kept pace with our population growth. Current funding for water quality, water supply reliability, natural resources and environmental protection programs is critically low, with past bond funds running out as early as this year. The lack of funding will cause significant and widespread problems for all Californians, ranging from the safety of our drinking water supply, and vulnerability to destructive flooding, to the most basic conditions of our parks, bays and coastline.
In addition to the bi-partisan support of California's top leadership, Proposition 84 is supported by a broad coalition of interests including local and statewide business groups, water agencies, public health organizations, labor organizations and conservation groups.
