With initial discussions in December 2005 and further meetings at both the 2006 Toronto and Vancouver International Boat Shows, Canada’s boating educators now have a collective voice with the formation of the Canadian Association of Boating Educators (CABE). CABE's creation brings together Transport Canada, accredited Pleasure Craft Operator Competency (PCOC), service providers and other businesses within the recreational marine industry who support CABE’s objectives. Those objects are to:

Provide quality education and approved testing; Adopt ethical practices and uphold Association standards; Represent concerns to government agencies.

At the organization’s inaugural meeting, a volunteer Executive was created with each member serving for a one-year term. Directors-at-Large for 2006 are Mrs. Marian McGurran-Scott, President, S.C.O.T.T.s Boat Safe; Mr. John Gullick, Deputy Executive Director with the Canadian Power & Sail Squadrons; Mr. Cameron Taylor, President of BOATSmart! Canada and Mr. Robert Dupel, President of the Forensic & Nautical Consultants of Canada. Mr. Sandy Currie, Executive Director of the Canadian Marine Manufacturers Association, was elected as the Chairman of CABE after requests from several PCOC service providers.

“The CABE concept is exceptional and will lead to a significant upgrading of the PCOC service system and, therefore, help to put better educated boaters on Canadian waterways” says Currie. “The end result will be safer boating by more Canadians – many of whom we hope will be new boaters. I know CMMA supports the provision of enhanced educational services to boaters and I am personally pleased to assist CABE as it moves forward.”

CABE has created a series of internal working groups to develop organizational by-laws and policies on topics such as Accreditation, Standards & Ethics, Operator Competency Testing, Operator Education and Quality Management Systems.

CABE welcomes all PCOC service providers as members and intends to hold its’ members to the highest possible standards. CABEs mission is:

“To enhance boating safety in Canada by establishing ethical and professional standards for boater education and certification.”

CABE intends to be highly proactive in it’s’ relationship with Transport Canada. CABE members will work diligently to ensure any policy or regulatory changes to the “Competency of Operators Regulations” are carried out in not only a logical and equitable manner, but only after thorough and diligent consultation has been undertaken by Transport Canada with industry stakeholders.
